Las modificaciones al Reglamento Interior de la Secretaría de Economía tienen su sustento en el marco de las reformas estructurales en materia de energía, con el propósito de fortalecer y hacer más eficaz el marco de competencia de la Secretaría en términos de lo dispuesto por la Ley de Hidrocarburos y la Ley de la Industria Eléctrica. Esto reviste e implica la necesidad de adecuar y ampliar las atribuciones de la unidad especializada encargada del seguimiento a las estrategias para el fomento industrial de cadenas productivas locales en la industria de hidrocarburos, de definir la metodología para medir el contenido nacional en asignaciones y contratos de exploración y extracción, y verificar el cumplimiento de las metas de contenido nacional, atribuciones que en materia de seguimiento de estrategias y contenido nacional también conoce y ejerce en términos de lo dispuesto por la Ley de la Industria Eléctrica. Para tal fin se reorganizan las atribuciones de las unidades administrativas que le auxilian en su ejercicio como resultado de la incorporación de las Direcciones Generales de de Procesos y Programas de Apoyo; y de Promoción de Inversiones en el Sector Energético.

The amendments to the Internal Regulations of the Ministry of Economy have their basis in the structural reforms in energy, in order to strengthen and make an effective and competitive framework for the Ministry in terms of the provisions established by the Hydrocarbons Law and Electric Industry Law. The abovementioned led to the  need of adapting and extending the attributions of the specialized unit that will be in charge of monitoring strategies for industrial development of local supply chains in the hydrocarbon industry, to define the methodology for measuring local content in allocations and contracts of exploration and extraction, and verify the compliance with the goals of local content, attributions in monitoring  strategies and local content, that will be also exercised  in terms of the provisions of the Electric Industry Law. For that purpose, the attributions of the administrative units are being reorganized in order to be assisted in the exercise as a result of the incorporation of the General Directions of Processes and Support Programs; and Promotion of Investment in the Energy Sector.
