That the article 4o. of the Political Constitution of the United Mexican States, establishes that everyone has the right to nutritious, sufficient and quality food. That the National Development Plan (PND) 2013-2018, published in the DOF on May 20, 2013 , indicates in Strategy 2.1.1 of the Mexico Inclusive National Goal, to ensure adequate food and nutrition for Mexicans, particularly those in extreme poverty or with severe food shortages, establishing as lines of action to combat the food shortage of the population through coordinated and concurrent public policies, prioritizing the care of families in extreme poverty; and facilitate access to basic and complementary food products at an appropriate price, also in strategy 2.2.1 strengthen capital and social cohesion through the organization and participation of communities, promoting trust and co-responsibility.
That on January 22, 2013, the Presidential Decree was published in the DOF, establishing the National System of the Crusade against Hunger (WITHOUT HUNGER), as an inclusion and social welfare strategy, which will be implemented based on a wide-ranging participatory process whose purpose is to combine the efforts and resources of the Federation, the states and municipalities, as well as the public, social and private sectors and international organizations and institutions, in order to achieve their objectives . The Crusade against Hunger is aimed at the target population constituted by people living in conditions of extreme multidimensional poverty and who lack access to food.
That on July 4, 2013 the Guidelines for the organization and functioning of the Community Committees of the Crusade against Hunger and the Federal Social Programs were published in the DOF, in order to promote the creation of Community Committees, composed of own beneficiaries of the programs that converge in the Crusade against Hunger.
