Que una de las Metas Nacionales establecidas en el Plan Nacional de Desarrollo 2013-2018 es un México Próspero, la cual en su objetivo 4.8 establece el desarrollo de los sectores estratégicos del país y, específicamente en la estrategia 4.8.4 Impulsar a los Emprendedores y fortalecer a las micro, pequeñas y medianas empresas. Que el Programa de Desarrollo Innovador 2013-2018 establece en el objetivo sectorial 3 el fin de impulsar a emprendedores y fortalecer el desarrollo empresarial de las micro, pequeñas y medianas empresas. Que el Programa para Democratizar la Productividad promueve el desarrollo de una cultura emprendedora y empresarial, el acceso a financiamiento y capital a los emprendedores y las MIPYMES y la inserción exitosa de los sectores estratégicos de mayor dinamismo. Que, con el propósito de dar cumplimiento a los objetivos y prioridades nacionales, el Fondo Nacional Emprendedor dentro del ámbito de sus atribuciones y de acuerdo a lo establecido en el presente instrumento, deberá identificar e implementar acciones que contribuyan al logro de los objetivos de la Cruzada contra el Hambre. Para implementar dichas acciones el Programa, podrá realizar los ajustes necesarios en su planeación y operación, estableciendo los acuerdos, la coordinación y vinculación interinstitucional correspondientes, sin menoscabo de lo establecido en el presente ordenamiento y de las metas establecidas, así como en función de la disponibilidad presupuestal, informando las acciones, presupuesto y avances en las metas e indicadores de las acciones que en su caso se desarrollen para dar cumplimiento a los objetivos de la Cruzada. Que en el Decreto por el que se crea la Coordinación Nacional de PROSPERA Programa de Inclusión Social se apunta a la Secretaría de Economía como integrante del Consejo y del Comité Técnico de dicha Coordinación para el cumplimiento, entre otros, de la atribución de promover la inserción y facilitar la vinculación de la población objetivo con la oferta institucional, programas y acciones de inclusión social, productiva, laboral y financiera para mejorar el ingreso de las familias beneficiarias. Lo anterior, a través de acciones de vinculación interinstitucional que faciliten el acceso de esta población a la oferta del Instituto Nacional del Emprendedor. Que el Programa Nacional de Derechos Humanos 2014-2018, publicado en el Diario Oficial de la Federación el 30 de abril de 2014, establece distintas directrices que debe seguir el Gobierno Federal, entre las que se encuentran las estrategias 1.1 "Asegurar que la gestión de la Administración Pública Federal se apegue a la reforma constitucional de derechos humanos" y 3.1 "Asegurar el enfoque de derechos humanos en la gestión de la Administración Pública Federal". Que se incluye la perspectiva de género en cumplimiento al "Acuerdo por el que se emiten los Lineamientos para incorporar la perspectiva de género en las Reglas de Operación de los programas presupuestarios federales", emitido por la Comisión Federal de Mejora Regulatoria y el Instituto Nacional de las Mujeres, y publicado en el Diario Oficial de la Federación el 29 de junio de 2016. Que con el objeto de, entre otros, incentivar el crecimiento económico nacional, regional y sectorial, mediante el fomento a la productividad e innovación en las micro, pequeñas y medianas empresas ubicadas en sectores estratégicos, que impulse el fortalecimiento ordenado, planificado y sistemático del emprendimiento y del desarrollo empresarial en todo el territorio nacional, así como la consolidación de una economía innovadora, dinámica y competitiva. Que con el propósito de optimizar los procedimientos para favorecer a la población objetivo y beneficiaria del Fondo Nacional Emprendedor, favorecer la debida integración de los trámites a través del Sistema Emprendedor y optimizar los mecanismos para garantizar la entrega de apoyos, al dotarlos de mayor claridad, transparencia y certeza jurídica para toda aquella persona interesada en recibirlos, se estima necesario fortalecer el desempeño del Programa y fomentar el incremento continuo en la productividad de las Micro, Pequeñas y Medianas Empresas de los diversos Sectores Estratégicos del país, partiendo de un objetivo general y los correspondientes específicos, que sean claros, medibles y alcanzables
