OPERATING GUIDELINESS OF THE EDUCATION REFORM PROGRAM, APPLICABLE DURING THE 2017-2018 SCHOOL CYCLE
Description of the document
These Guidelines regulate the operation of the Education Reform Program (PRE) during the school cycle 2017-2018. The program objective is to foster school based management through the provision of economic resources directly to the beneficiaries of the PRE: school communities selected by the local state authorities presenting educational lagging.
The PRE has six Components:
1. For the attention of the physical deficiencies of the public schools of basic education system. Consist in a direct subsidy to the school community represented by the president of the School Council of Social Participation for Education (CEPSE) and the School Director, in order to improve the physical conditions and equipment of school buildings.
2. For the development and strengthening of school management autonomy. Direct subsidy to the school community, represented by the President of the CEPSE and the School Director, to support school management autonomy and promote decision-making based on its School Improvement Route.
3. For the strengthening of the SEZ and the Technical Assistance Service to the School. Subsidy to strengthen the SEZ in its support and advisory actions to the public schools of basic education under its responsibility, as well as to support the implementation of the Technical Assistance Service to the School.
4. For the installation and maintenance of the school drinking system. Subsidy to the school community consisting of the installation of sufficient school drinking fountains and a continuous supply of drinking water in the property.
5. To improve the conditions of physical infrastructure of public schools of basic education, with high priority of attention, through the FDE.
6. For the development of digital skills and computational thinking. Subsidy to the school community consisting of equipment through the classroom @aprende 2.0 and, where appropriate, elements associated with the operation of this.
The main adjustments made to version 2016-2017 consist of the following:
For budgetary reasons and in order to meet recommendations derived from the external evaluations and the oversight bodies the PRE has been redesigned. The fundamental change has to do with the fact that in fiscal year 2017 the amount of resources allocated will be applied in the strengthening of school based management capacities. However, Component 1 (infrastructure) has been redesigned in order to foresee that resources from financial availabilities of the trust of the Program can be used at the time to meet infrastructure investment needs, derived from the occurrence of unforeseen natural phenomena.
General purpose
Generate conditions, through the transfer of federal subsidies, so that the public schools of basic education, whose School Communities are beneficiaries of the Program, have financial resources that allow them to develop their School Improvement Route, in order to strengthen their management autonomy and, where appropriate, infrastructure.
Specific objectives
1.2 Specific
1.2.1 Improve the conditions of infrastructure and equipment of public schools of basic education, making available to the school community, in accordance with budget availability, financial support to address the needs of schools.
1.2.2 Strengthen the autonomy of management of public schools of basic education, implementing actions for decision making in favor of quality, equity and inclusion of the educational service.
1.2.3 Support the School Supervision of the Zone with resources that contribute to strengthen its functions of support and advice to the public schools of basic education, as well as to implement the Technical Assistance Service to the School.
1.2.4 Install and maintain the school drinking system that provides a continuous supply of drinking water in public schools of basic education, in accordance with the provisions issued by INIFED.
1.2.5 Contribute to the improvement of the conditions of physical infrastructure of public schools of basic education, with high priority of attention, through the FDE.
1.2.6 Promote the use and use of ICT, in order to contribute to the development of digital skills and computational thinking in students and teachers of public basic education schools.
Target population
The school communities of the public schools of basic and special education, giving priority to schools that present greater lag or that are preferably located in high and very high marginalization localities, as well as the SEZ that serve them.
Beneficiaries
With Component 1. The School Communities of the public schools of basic education, that require to be repaired and equipped with urgency, or that due to their condition of lag, require investment of federal and / or state resources in an expeditious manner.
The schools that receive students from the Community Education Services and that are considered priority subjects of the CONAFE Reorganization and Consolidation of Services Program, may be benefited with state resources contributed in addition to the amount of the counterpart, or with federal resources that are destined for the trust to Component 1 according to its financial availabilities.
With Component 2. The School Communities of the public schools of basic education and of the Services of Community Education of the CONAFE, giving priority to those that participated in the Program during the school year 2016-2017 so that they can make decisions to strengthen their autonomy of management and defray the expenses derived from the implementation of its School Improvement Route.
With Component 3. The SEZ of the public schools of basic education, preferably those that attend the school communities participating in the Program. As members of SEZ and SATE, the School Supervisor, the Pedagogical Technical Advisors assigned to the Zone or the Technical Advisor incorporated to the SATE may be beneficiaries.
With Component 4. School communities whose public schools of basic education have the right conditions for the installation of the school drinking system, mainly with connection to the municipal water network.
With Component 5. The public schools of basic education that INIFED considers as a high priority of attention according to the IAP and that comply with these Operating Guidelines, which will be addressed through the FDE. These Schools should not be beneficiaries of other investment programs in educational infrastructure implemented by the local authority or by the Federal Government
With Component 6. The public schools of basic education that have the necessary conditions to receive equipment through the classroom @prende 2.0 and, where appropriate, the elements associated with its operation.
