El Presidente de los Estados Unidos Mexicanos, en ejercicio de la facultad que me confiere el artículo 89, fracción I de la Constitución Política de los Estados Unidos Mexicanos, y con fundamento en los artículos 38 de la Ley Orgánica de la Administración Pública Federal y 1o., 3o., 10, 11, 13 y 23 de la Ley Reglamentaria del Artículo 5o. Constitucional, relativo al ejercicio de las profesiones en la Ciudad de México; así como el artículo transitorio Segundo del Decreto por el que se declaran reformadas y derogadas diversas disposiciones de la Constitución Política de los Estados Unidos Mexicanos, en materia de la reforma política de la Ciudad de México, publicado en el Diario Oficial de la Federación de fecha 29 de enero de 2016

The President of the United Mexican States, in exercise of the power conferred on me by Article 89, section I of the Political Constitution of the United Mexican States, and based on articles 38 of the Organic Law of the Federal Public Administration and 1o ., 3o., 10, 11, 13 and 23 of the Regulatory Law of Article 5o. Constitutional, relative to the exercise of professions in Mexico City; as well as the second transitory article of the Decree declaring reformed and repealed various provisions of the Political Constitution of the United Mexican States, regarding the political reform of Mexico City, published in the Official Gazette of the Federation dated January 29, 2016
