Derivado de la transición del Comité Administrador del Programa Federal de Construcción de Escuelas (CAPFCE), al Instituto Nacional de la Infraestructura Física Educativa (INIFED) y a la correspondiente promulgación de la Ley de Infraestructura Física Educativa y del Estatuto Orgánico, se desprende el presente Manual de Organización, que tiene como objetivo el reunir de manera secuencial y detallada las operaciones del organismo, en relación a cada una de sus áreas administrativas, precisando su participación en dichas operaciones; con el propósito de orientar los esfuerzos en el desarrollo de las estrategias organizacionales, contar con una herramienta que permita sistematizar inducir y comunicar todos los métodos a seguir en cada una de las actividades que realiza el personal de acuerdo a las funciones encomendadas y a la estructura orgánica del Instituto. Con el propósito de elaborar y expedir los manuales administrativos tal como lo establece el Capítulo I, Artículo 19° de la Ley Orgánica de la Administración Pública Federal; el Reglamento Interior de la Secretaría de Educación Pública en artículo 36°, fracción XVII; de la Ley de Entidades Paraestatales artículos 11° y 58° fracción VIII y de acuerdo al Estatuto Orgánico del Instituto Nacional de la Infraestructura Física Educativa (INIFED), en el Artículo 83° fracción II, y de dar continuidad al proceso de actualización de este tipo de instrumentos técnicos que apoyan el desarrollo de las funciones y actividades realizadas por los órganos que integran al INIFED y en cumplimiento a lo anterior se constituye el presente Manual de Organización. Dicho manual se integra de acuerdo a los siguientes elementos: un glosario de conceptos de uso específico en materia de INFE; una reseña histórica donde se cuenta la transición organizacional del CAPFCE al INIFED, con las principales modificaciones a su estructura orgánica; la misión o razón de ser; los objetivos institucionales; el marco normativo general que regula el funcionamiento del Instituto; las atribuciones asignadas en la Ley General de la Infraestructura Física Educativa en su Artículo 19; también se incluye su diagrama de organización que permite ver la distribución de las áreas; y la descripción de los puestos que lo conforman (misión, objetivos, funciones y entorno operativo); y el apartado de anexos en el que se incluyen el Código de Ética de los Servidores Públicos de la Administración Pública Federal y Código de Conducta de la Secretaría de Educación Pública. Teniendo lo anterior como finalidad el servir como instrumento de consulta, ya que en él se precisan las funciones, interacciones (internas y externas) y responsabilidades de los diferentes puestos; de tal forma que se evite la duplicidad de funciones, y agilice la coordinación y participación de todas las áreas, para la consecución de los objetivos institucionales, el cumplimiento de sus atribuciones, que permita sistematizar, delimitar ámbitos de competencia y determinar la responsabilidades de cada área administrativa que intervienen en las actividades de carácter sustantivo y adjetivo que lleva acabo el Instituto. Por último, es importante mencionar que para la elaboración del Manual de Organización del INIFED, participaron todas las Unidades Administrativas que integran al Instituto.

Derived from the transition of the Administrative Committee of the Federal School Construction Program (CAPFCE), the National Institute of Educational Physical Infrastructure (INIFED) and the corresponding promulgation of the Law on Educational Physical Infrastructure and the Organic Statute, this Manual is derived of Organization, whose objective is to gather in a sequential and detailed manner the operations of the organization, in relation to each of its administrative areas, specifying its participation in said operations; with the purpose of orienting the efforts in the development of the organizational strategies, having a tool that systematizes to induce and communicate all the methods to be followed in each of the activities carried out by the staff according to the functions entrusted and the organizational structure from high school. For the purpose of preparing and issuing administrative manuals as established in Chapter I, Article 19 of the Organic Law of the Federal Public Administration; the Internal Regulation of the Secretariat of Public Education in article 36, section XVII; of the Law of Parastatal Entities, articles 11 and 58, fraction VIII and in accordance with the Organic Statute of the National Institute of Educational Physical Infrastructure (INIFED), in Article 83, section II, and to give continuity to the updating process of this type of technical instruments that support the development of the functions and activities carried out by the bodies that make up the INIFED and in compliance with the foregoing, this Organizational Manual is constituted. Said manual is integrated according to the following elements: a glossary of concepts of specific use in the field of INFE; a historical review where the organizational transition from CAPFCE to INIFED is counted, with the main modifications to its organizational structure; the mission or reason for being; the institutional objectives; the general normative framework that regulates the operation of the Institute; the attributions assigned in the General Law of the Educational Physical Infrastructure in its Article 19; it also includes its organization diagram that allows to see the distribution of the areas; and the description of the positions that comprise it (mission, objectives, functions and operating environment); and the section of annexes that includes the Code of Ethics of Public Servants of the Federal Public Administration and Code of Conduct of the Ministry of Public Education. Having the above as a purpose to serve as an instrument of consultation, since it requires the functions, interactions (internal and external) and responsibilities of the different positions; in such a way that duplicity of functions is avoided, and streamlining the coordination and participation of all areas, for the attainment of institutional objectives, the fulfillment of its attributions, that allows to systematize, delimit areas of competence and determine the responsibilities of each administrative area that intervene in the activities of a substantive and adjective nature carried out by the Institute. Finally, it is important to mention that for the preparation of the Organization Manual of INIFED, all the Administrative Units that make up the Institute participated.
