Derived from the transition of the Administrative Committee of the Federal School Construction Program (CAPFCE), the National Institute of Educational Physical Infrastructure (INIFED) and the corresponding promulgation of the Law on Educational Physical Infrastructure and the Organic Statute, this Manual is derived of Organization, whose objective is to gather in a sequential and detailed manner the operations of the organization, in relation to each of its administrative areas, specifying its participation in said operations; with the purpose of orienting the efforts in the development of the organizational strategies, having a tool that systematizes to induce and communicate all the methods to be followed in each of the activities carried out by the staff according to the functions entrusted and the organizational structure from high school.
For the purpose of preparing and issuing administrative manuals as established in Chapter I, Article 19 of the Organic Law of the Federal Public Administration; the Internal Regulation of the Secretariat of Public Education in article 36, section XVII; of the Law of Parastatal Entities, articles 11 and 58, fraction VIII and in accordance with the Organic Statute of the National Institute of Educational Physical Infrastructure (INIFED), in Article 83, section II, and to give continuity to the updating process of this type of technical instruments that support the development of the functions and activities carried out by the bodies that make up the INIFED and in compliance with the foregoing, this Organizational Manual is constituted.
Said manual is integrated according to the following elements: a glossary of concepts of specific use in the field of INFE; a historical review where the organizational transition from CAPFCE to INIFED is counted, with the main modifications to its organizational structure; the mission or reason for being; the institutional objectives; the general normative framework that regulates the operation of the Institute; the attributions assigned in the General Law of the Educational Physical Infrastructure in its Article 19; it also includes its organization diagram that allows to see the distribution of the areas; and the description of the positions that comprise it (mission, objectives, functions and operating environment); and the section of annexes that includes the Code of Ethics of Public Servants of the Federal Public Administration and Code of Conduct of the Ministry of Public Education.
Having the above as a purpose to serve as an instrument of consultation, since it requires the functions, interactions (internal and external) and responsibilities of the different positions; in such a way that duplicity of functions is avoided, and streamlining the coordination and participation of all areas, for the attainment of institutional objectives, the fulfillment of its attributions, that allows to systematize, delimit areas of competence and determine the responsibilities of each administrative area that intervene in the activities of a substantive and adjective nature carried out by the Institute.
Finally, it is important to mention that for the preparation of the Organization Manual of INIFED, all the Administrative Units that make up the Institute participated.
