On July 17, 2015 the Decree Promulgatory of the Framework Agreement of the Pacific Alliance, signed in Paranal, Antofagasta, Republic of Chile, was published in the Official Gazette of the Federation on June 6, two thousand and twelve, through which Colombia , Chile, Mexico and Peru constitute the Pacific Alliance as an area of regional integration. The Additional Protocol to the Framework Agreement of the Pacific Alliance, signed in Cartagena de Indias, D.T. and C., Republic of Colombia on February 10, 2014 (Additional Protocol), entered into force on May 1, 2016. In accordance with articles 16.2.1 (a) and (e), and 16.2.2 (f) ) of the Additional Protocol, the Free Trade Commission adopted Decision No. 4 regarding the General Procedure for the Issuance and Reception of Certificates of Origin Issued and Electronically Signed in the Framework of the Interoperability of the Foreign Trade Single Windows in the Alliance of the Peaceful. Said Decision establishes in its numeral 7 that it will come into force sixty (60) days after the date of the last notification through which at least two of the Parties, individually, communicate to all the other Parties that their respective internal procedures have concluded, entering into force only for those Parties, and for the other Parties, the Decision will enter into force sixty (60) days after the date of the notification in which each one communicates to the other Parties that have concluded their respective internal procedures. For its part, on April 25, 2018, the Agreement announcing Decision No. 4 of the Free Trade Commission of the Additional Protocol to the Framework Agreement of the Pacific Alliance, adopted on April 28, was published in the DOF. June 2017, which concluded the internal procedure for the case of Mexico, which was notified to the other States Parties to the Framework Agreement. In this regard, with the purpose of granting legal certainty to foreign trade users regarding the entry into force of Decision No. 4 of the Free Trade Commission of the Additional Protocol to the Framework Agreement of the Pacific Alliance, with respect to Mexico and each State Party of the Pacific Alliance, this instrument is published, so that no costs are generated, nor obligations to individuals.
