On April 15, 1994, in the city of Marrakech, Morocco, the Plenipotentiary of the United Mexican States, duly authorized for that purpose, signed, ad referendum, the Final Act of the Uruguay Round of Multilateral Trade Negotiations and, therefore, the Agreement Establishing the World Trade Organization (Marrakesh Agreement), which entered into force on January 1, 1995. According to Article IV: 1 of the Marrakesh Agreement, the Ministerial Conference is composed of representatives of all Members of the World Trade Organization (WTO), and has the power to take decisions on all matters falling within the scope of any of the Multilateral Trade Agreements. On 19 December 2015 in Nairobi, Kenya, during the 10th Ministerial Conference of the WTO, the Ministerial Decision on "Export Competition", (Nairobi Ministerial Decision), was adopted by consensus, pursuant to Article IX: 1 of the Agreement on Marrakech, through which the WTO Member countries must eliminate the export subsidies included in their Schedules of Concessions. For its part, paragraph 7 of the Nairobi Ministerial Decision states that developing country Members will eliminate their authorized levels of export subsidies by the end of 2018. The Nairobi Ministerial Decision is applicable to Article 3 of the Agreement on Agriculture, concerning the domestic support and export subsidy commitments set forth in Part IV of each Member's Schedule, as well as with Articles 8 (Commitments on competition for exports) and 9, paragraph 4 (Commitments) on export subsidies) of said Agreement. Likewise, Schedule LXXVII - Mexico of the Marrakesh Agreement contains the products that have export subsidies (corn, beans, wheat, sorghum and sugar) and the commitments to reduce budget disbursements and the corresponding amounts. In order to comply with the commitment assumed by the United Mexican States, in the Nairobi Ministerial Declaration, as a WTO Member, it is necessary to make known this Decision as well as the fact that by virtue thereof, the subsidies to export that is mentioned in Schedule LXXVII - Mexico of the Marrakesh Agreement in "Section II: Export Subsidies: Commitments to Reduce Budgetary Disbursements and Quantities" of "Part IV.- AGRICULTURAL PRODUCTS: LIMITATION COMMITMENTS OF SUBSIDIES (Article 3 of the Agreement on Agriculture) ". In this sense, this instrument does not generate costs or obligations.
