Annex 3-A of the Comprehensive and Progressive Agreement for Trans-Pacific Partnership states that a Party shall apply a certificate of origin issued by a competent authority only if it has notified to the other Parties its intention to apply the certificate of origin by competent authority at the entry into force of the Agreement between the Parties. On 14 January 2019, the Socialist Republic of Vietnam notified the Parties that, in accordance with Annex 3-A of the Agreement, it shall apply the certificate of origin issued by competent authority. On 11 February 2019, the United Mexican States recieved a communication from the Ministry of Industry and Commerce from that country with a copy of the certifcate of origin, signatures and stamps of the competent authorities enable to issue certificates of origin. With the purpose to ensure certainty to trade users, this notice is publish to inform the framework of the certificate of origin followed by the Socialist Republic of Vietnam under the Comprehensive and Progressive Agreement for Trans-Pacific Partnership Agreement.
