Derived from the global health crisis caused by the SARS-COV2 virus (COVID-19), economic activities in Mexico were significantly reduced because of isolation and confinement measures for people, causing a reduction in economic income among populations invulnerable situations. Likewise, there was a negative impact on the supply and distribution chains of goods, products, processes, and services in general and in the food sector.
On the other hand, inflation has been above 7% in 2022 derived not only from the health crisis but also from armed conflicts, causing the prices of various essential products and the basic basket to rise, which has forced for the Federal Government to consider in the "Package Against Inflation and Scarcity (PACIC)" to stabilize rail transport rates for 6 months for the transport of food, fertilizers and hydrocarbons.
To achieve food security for the Mexican population, a redesign of policy, both productive and social strategies, and reinforcement of institutional governance mechanisms are required; Therefore, this Official Mexican Emergency Standard seeks to avoid damage to the food security of the country to guarantee the availability of food at the local and national level, as well as the equitable distribution of these within Mexican households through the establishment of commercial practices. and commercial information to protect the constitutional right established in article 4, which guarantees that every person has the right to nutritious, sufficient and quality food.
