El Anteproyecto tiene la finalidad de adscribir orgánicamente a las unidades administrativas y órganos administrativos desconcentrados de la Secretaría de Educación Pública, Derivado que el 15 de septiembre de 2020 se publicó en el DOF el Reglamento Interior de la Secretaría de Educación Pública (RISEP), mediante el cual la estructura orgánica de dicha dependencia tuvo modificaciones por cambio de denominación, eliminación y creación de algunas de sus unidades administrativas, entre otras razones, con motivo de la Reforma Constitucional en Materia Educativa de 2019 y la expedición, en septiembre de ese mismo año, de la Ley General de Educación; la Ley General del Sistema para la Carrera de las Maestras y los Maestros y la Ley Reglamentaria del Artículo 3o. de la Constitución Política de los Estados Unidos Mexicanos, en materia de Mejora Continua de la Educación.

The Preliminary Draft has the purpose of organically ascribing to the administrative units and decentralized administrative bodies of the Ministry of Public Education, derived that on September 15, 2020 the Internal Regulations of the Ministry of Public Education (RISEP) were published in the DOF, through which the organic structure of said agency had modifications due to a change of name, elimination and creation of some of its administrative units, among other reasons, due to the 2019 Constitutional Reform in Educational Matters and the issuance, in September of that same year, of the General Law of Education; the General Law of the System for the Career of Teachers and the Regulatory Law of Article 3. of the Political Constitution of the United Mexican States, in matters of Continuous Improvement of Education.
